June, economic pressure is often the most effective lever available. It is worth noting that GSP+ allows Pakistan duty-free access to over 66% of its product exports to the EU.

I thought Kaja Kallis said was Pakistan was a Regional Power and great nation. Surely she would have known what PAK regime was like before she made that statement or is EU just playing the game...
