Critics argue the sequence of events suggests the United States viewed the MoU as a tactical pause rather than a strategic settlement. They contend that subsequent efforts to alter shipping practices and strengthen coordination with Gulf partners had the effect, whether intended or not, of reducing Iran's leverage over the Strait of Hormuz. From Tehran's perspective, these moves could reasonably have been interpreted as eroding the agreement before it had fully taken effect.
It is not the official yemeni government it was imposed by the west and saudi arabia and they all say the internationally recognised government because they know on the ground in Yemen that actually do not have legitimacy among the people.
