All of Englands midfielders are limited on the ball, despite kosten about 120M a piece. Rice is great in defense, and is very important for Arsenals defensive system. But on the ball he is just not top class, other than his set pieces.
Souness was not making Declan Rice or Elliot Anderson scapegoats. What he said is that they are not dynamic enough and limited in their ability to make that creative pass or keep the ball moving forward with high football intelligence, get on the ball, keep the ball, look for the right pass etc. It was his observation as a historically great midfielder.
